Development Management Plan, "Evidence Base" includes local Element Energy Ltd, contribution, lobbying "Renewable and Low Carbon Energy Development Study", (Summary p.11/24, §2.4.1).

Element Energy cites impossibility to deliver capacity, "unless HBC reassesses the restrictions on siting large wind turbines in SSSIs and AONBs and safeguards specific sites with great potential for siting of MW scale wind (see section 1.3) in the first instance."

First instance of thinking 'inside the box'; a coffin for Hastings' ecology! Low blade-pressures ruptures lungs of bats/birds.
Appendices 5.1/5.2, identify potential wind-farms, signalling opportunites for capital- reprieving Hastings' forfeited ancient woodlands?

Development Management Plan incorporates generic "Sustainability Appraisal of Hastings Development management Plan", yet another externally sourced report applicable to 'anywhere', generic matrix of mantras and platitudes typical of professional planning facilitators; 233 pages, copyright of London based URS Infrastructure & Environment UK Ltd. Local referendum on this Report could never reach double-digits; to infer public backing is to misunderstand Hastings. Written to confound; e.g. p.58/233, "Environment", §15.1.4, "plan is strong on green infrastructure" a travesty of denuded Hastings woodlands; Gillsmans Wood, Marlinewood, Pondswood, Churchwood, Speckled-wood, N.Queensway, HBC threatened Robsack.

From STAFF SCHOOL experience, I suggest "lead- time" to produce "Shaping Hastings"........
[including checks on all internal links to huge documents, checking all commissioned externally sourced reports - especially checking external "generic" reports fit for "ANYWHERE" equally as Hastings]..... must be a YEAR - AT VERY LEAST!

THAT WOULD MAKE THE 2012 STRATEGY CONSULTATION A PREDETERMINED CONCLUSION! Dare one say a "Sham"?

OTHERWISE, HOW DID 2013 PLANNING APPLICATION FOR TRAVELLERS' SITE APPEAR IN PRINT? (SECTION SIX, FB10, FI.38) KP

Representation Summary:

I support the proposal to construct the network of cycle routes as shown in the Local Plan Policies Map, as the urban road system in Hastings is difficult and dangerous for cyclists and is a prime cause of many residents giving up or not starting to travel by bike. The cycle network would reduce the risk of accidents and encourage many people to travel by bike for utility and leisure purposes, and this would benefit the environment by reducing car journeys, improve the health and fitness of the local population and help the local economy. It would help to connect communities and provide a facility for all ages and abilities. I also support policy T3 in the Local Plan and the other measures to improve sustainable travel.

Representation Summary:

I support the proposal to construct the network of cycle routes as shown in the Local Plan Policies Map, as the urban road system in Hastings is difficult and dangerous for cyclists. I believe we could encourage residents of Hastings and visitors to the town to travel by bike if we had a cycle network. This would also reduce the risk of accidents and improve the health of the residents of the town, and biles could be used for both travel and leisure. Recent studies showed that women in particular need to be able to cycle in a safe environment or they will not encourage their children to cycle. Having a good network of safe cycle routes is a win-win for Hastings and would bring the town up to the cycling standard of progressive comparable towns. I also support policy T3 in the Local Plan and the other measures to improve sustainable travel.

I support, as HUB Campaign Co-ordinator, the proposal to construct the network of cycle routes as shown in the Local Plan Policies Map, as the urban road system in Hastings is exceptionally difficult and dangerous for cyclists. The cycleway network would also enhance walking routes and encourage more sustainable travel by bike or on foot. It would reduce the risk of accidents, benefit the environment and the economy, and provide a safe, direct and low-cost travel otpion for people on low means as it would connect many deprived areas to the Town Centre and to educational establishments, and the district hospital. It would improve health and fitness and also benefit people with disabilities.

I submit an amendment to the cycle network route: Between the underpass at Waterworks Road to Hughenden Road should be altered in line with the original Greenway Route alongside the north side of the railway embankment. Lower Mount Pleasant and Baldslow Road are narrow and dangerous for cyclists.

I would submit one necessary amendment to the cycle network route: The section from Waterworks Road to Hughenden Road at the bottom of Ore Valley should be altered to run alongside the railway line and up the embankment to Mount Pleasant Road and from there to Hughenden Road, rather than the route shown on the Local Plan Policies Map via Baldslow Road which is both steep, busy and entirely unsuitable for cycling. The alternative route is feasible, more direct and safer and was included in the audit of possible routes completed in 2008.

I support the proposal to construct the network of cycle paths as shown in the Local Plan Policies Map. However I would ask that they are in fact walking and cycling routes and identified as shared use routes. The urban footway/road system in Hastings is difficult for walkers and cyclists and does not encourage not motorised means of getting around - a network of waling/cycling routes would help to connect communities and encourage people to walk/cycle to get around town and increase activity levels.

I also support Policy T3 in the Local Plan [Planning Strategy] and other measures to improve sustainable transport.

The routes proposed need to be shared between walkers and cyclists to maximise the benefit to the communities through which they pass so as to provide a pleasant and safe means of getting around the town and of helping people increase their activity levels; having access to open space and open countryside.

Over 1,300 people signed a petition to save Speckled Wood in July last year. A great opportunity.
Please do not allow this wonderful green space to vanish for ever.

Representation Summary:

Object to development of Robsack A (GH1) which does not I believe conform to policy HN9 or UR8 Sustainability Appraisal p171/172 referring to 'greenfield nature' of site.
It is not possible to develop this site without harm to habitats, natural environment, protected species and detriment to adjoining woodland (Church Wood).

The Development management Plan is clearly being flouted by inclusion of Robsack A in sites for development the overall conclusion reached in para 6.65 site allocation p87 is not factual and unrealistic taking into account the description.
Land adjacent to Sandrock Park should be deferred for development until the second part of the Local Plan period so as to evaluatie the effect on traffic on The Ridge of the creation of the Bexhill/Hastings Link Road.

HC2 paragraph 3.12 says: The development should not impact upon the amenity of their neighbours. Two blocks of flats do not blend in with the already established neighbourhood- concern about light and traffic pollution.

The idea of a corridor around the new build is ludicrous when so much of the wildlife habitat would have been destroyed. The proposed corridor does not extend around the North East section of the area. The meadow (both plant and animal) will be destroyed. The two woodland areas will become isolated and eventually destroyed.

Hastings Policy HC2 Community Facilities paragraph 3.12 says: The development should not impact upon the amenity of their neighbours. Two blocks of flats do not blend in with the already established neighbourhood. The design of the proposed buildings implies:
1. Light pollution from the need to keep walkways lit.
2. Closeness to already established properties constitutes invasion of privacy. There will also be traffic pollution from the extra vehicles.

Document states that dwellings on North East boundary of proposed site are bungalows when in fact they are five bedroom houses. If you are not aware of the status of these dwellings how can you give due consideration to the effect of the proposed development upon them. Matters of personal privacy are especially relevant.

Borough Ecologist have objected to the plans to destroy the meadow and woodland areas. All of the issues raised by him are pertinent today. The idea of a corridor around the new build is ludicrous when so much of the wildlife habitat would have been destroyed. The proposed corridor does not extend around the North East section of the area. The meadow (both plant and animal) will be destroyed. The two woodland areas will become isolated and eventually destroyed. The area should be left as meadowland and the two woodland areas (Robsack and Church Wood) managed in an appropriate manner for the benefit of wildlife woodland and human populace.

The former Convent of the Holy Child Jesus should not be allocated/identified on the policies map. Instead the entire curtilage of the former convent should be designated as private open space. The reasons include
1. The current enabling development application regarding the former convent site, site specific provision might jeopardise an optimal viable outcome. See 2.2 in the English Heritage guidance document 2008.

Object to allocation as currently proposed. Extend allocation to include land at 309 the Ridge and land to west of existing veterinary surgery (defined in appendix 6). Former building at 309 The Ridge unviable to repair and makes little/no positive contribution to the area. Land to west of existing surgery unaffected by wildlife/protection areas. Extending allocation would provide 20 additional dwellings, and opportunity for pedestrian and vehicular access, avoiding loss of trees.
