Representation Summary:

Residents of Pennine Rise complain about the noisy overhead power lines.

This usually happens at night and in the early hours of the morning waking people from their sleep. I believe it's called "sleep deprivation."

I know that the energy company only got temporary permission for these power lines back in the 1980s.

I and many other residents think it would be a god idea for the power lines to either be installed underground or some sort of wrapping of the power lines to stop the "corona" noise.

We must stop covering our country in concrete and bricks. We need green space and trees to survive. Our reserves of water in the south east cannot cope with even more families, hospitals and schools are overcrowded.

The population of Hastings cannot take much more, we are so overcrowded, with no workplaces for the people already living here.

The entire local plan for development of the town. I do not consider future development and expansion of the town is the priority. The priority for Hastings is to improve road (ie.A21) and rail links. Until this is progressed and achieved there will be no investment in terms of securing more jobs and better paid work in Hastings and surrounding areas. Hastings needs to attract more professional, skilled, affluent people to generate more local wealth. This will only be achieved by better transport links.

Make sure all policy is clear, not open to too much interpretation and that where one policy "over-rides" another, that this is clear. Don't put in policies which sound "politically correct" but you have no intention to enforce in the future.
Ensure policy is easily understood by lay people not normally "au fait" wiht planning jargon.

As stated within the Hastings Local Development Framework - Core Strategy Informal Consultation (June 2011), the Site Allocations and Development Management Plan would include details of the required targets for pitch and plot numbers for gypsies, travellers and travelling showpeople based on need. As far as can be ascertained, an assessment of need has not been carried out and no policy is included within the document which details these targets. Therefore Rother District Council objects to the omission of such a policy within the plan.

Proposed network of cycle and walkways

I support the route shown in the Hastings Strategic Greenway plan and the network of cycle and walkways set out in the HBC proposed cycleways plan.

I am a cyclist but not a cyclist of long standing and am very concerned about cycling on the narrow and busy through routes in Hastings. Also some of the roads are quite steep and the Greenway is a better gradient. I think more women and their children would enjoy and use their bikes as transport if the routes were easier and safer.

Greenways, Walking and cycling routes

Ramblers strongly support the proposed network of cycle/walkways set out in the Hastings BC Proposed cycle/walkways Plan (03/10) subject to a small amendment to the section from Queens road to Hughenden road.

It is important that these routes are protected from any developments nearby and that such developments near these routes should incorporate the construction of the relevant section of the route or provide funding for it.

Routes through Alexandra Park (Country Parks) should be included to provide increased access to open spaces

Could the wording be changed from pedestrian to walking e.g. walking paths.

Should follow route shown on Hastings Strategic Greenway Plan, run alongside the railway line via embankment to Mt Pleasant road and onto Hughenden rd.

Strongly support "proffered approaches 41 Open Spaces as set out in 2008 consultation doc.

Routes through Alexandra Park and across the Country Park are important to provide community access and to complete the network.

Suggested improvements on land with listed buildings:

New layout
Footpath (New paving)
Lawn (New grass)
Gardens (New plants and flowers - rose bush, tulips and daffodils)
Entrance and ticket office (New display - post cards etc.)
Pole (New Union Jack flag)

Note: Without this action plan it looks derelict land. No magic attraction. Not worth the entrance fee to enter.

Hastings Library (ground floor) until recently displayed a framed picture view of Hastings town castle which is complete as it was once upon a time - The Hastings Castle.

Regarding the Core Strategy document it would appear that the developers are in control of the Council, this is out of order, this document is not viable or sound as it stands. We should not have a situation where by developers tell the Council where or what they want to build, we the people should decide where to build the houses that are needed and then invite the developers to build them. We should introduce a new system whereby we create a Land Community Trust which would solve many of our problems

The very best example of this is the Archery Road site, where positive objectives for this important Conservation area are identified and mainly ignored when views on the current plans are commented on by the Planning Team.

Work for the Unemployed

Hastings has a very high rate of unemployment and this must be addressed as a priority before further housing for incomers should be considered. The problem is now and will not go away unless something is planned now. Basic Educational Standards in Literacy and numeracy are vital and when lacking it is difficult for young people to find employment.

Housing Density per Hectare

Housing requires less density and more space for new developments for gardens and for parking on-site. Garages do not necessarily house cars and without frontage these cars are parked on roads on estates and cause hazards. Some families have four cars. Public transport does not mean that cars will not be used for family travel.
Blocks of flats and individual houses must leave areas of space for children to play and also have buildings near to homes where children can meet, play and exercise safely in the early evenings in the winter and during inclement weather.

Town Centre this is diminishing as a shopping place because access by car is too expensive and parking is a nightmare. Perhaps a Park and Ride for summer week-ends and special events could be considered.

Queen's Road is an eyesore except for a new building housing people from Osborne House, which looks very good and provides for parking and some houses. The shops could be vastly improved if a colour scheme was enforced and the shop signs regulated.

We recommend that a development management policy on flood risk. Flood risk may come from many sources and where new development is proposed in risk areas, following a sequential test, they should be accompanied by adequate site-specific assessments. Your Strategic Flood Risk Assessment and Surface Water Management Plan include recommendations for planning. Flood risk is also considered within your Sustainability Appraisal of the Core Strategy and includes a flood risk objective (10).

A flood risk policy should also be included to promote Sustainable Drainage Systems (SUDS) as a way of managing surface water and reducing flood risk from new development.

Since the consultation document was produced the Link Road has been approved and the Communities and Local Government National Planning Policy Framework came into operation in March 2012.

In a recent HBC document it stated that the South East Plan has not been revoked? Some of the housing proposed adjacent to the Link Road should be taken into consideration in the figures for Hastings' provision.
