The printed format of the reply restricts the amount of comment and this has necessitated the enclosing a comprehensive attachment to the reply form,

Since attending the public meeting at the Football Ground on 8 th March, last week's publication of the new planning guidelines renders the Shaping Hastings document contents irrelevant and will necessitate serious revision before the final consultation process can even be considered. The requirement to fully utilise brown field sites for residential development before consideration can be given to existing green spaces alters completely the planning attitudes demonstrated by those who prepared the above document.

The Plan assumes that the case for additional residential building in connection with economic regeneration has been made. This is not so for the reasons listed below. The Council and its officers must first give justifiable reasons for even contemplating any housing development. As a preamble to the discussion I have listed the future limitations to Hastings regeneration proposals.

(1) Where is the economic justification for any increase in the number of residential units required to be constructed over the forthcoming 15 year period?

(2) The town's isolation from the rest of the Country

(3) The general poor standard of secondary education and the fact that the Hastings area has no academically high achieving educational establishments is one for which the County educational authority should be truly ashamed.

(4) The presence within the Hastings community of two large 'sink' conurbations and their attendant problems of crime and anti-social behaviour as well as uncontrolled drunkenness in the town centre at night-time, act as disincentives to economic investment from outside the town

With respect to Objective2, housing policy should be made to encourage owner occupation residences rather than social housing. It is a well established fact that such occupants are less demanding on public services such as police, social services, fire and other infrastructure institutions and present a better standard of property management. There is a desperate short supply of such residents in Hastings.

OBJECTIVE 2 "ENSURE/make certain that everyone has the opportunity to live in a decent home. which they can afford, in a community in which they want to live." Surely better wording for community would have been District/or Locality. A DECENT HOME? Are you referring to the little ticltack apartments or even some of the recent developments where the kitchen areas are smaller than in most small Caravans with bedrooms that are so small that little girls are not able to swing their dolls round without hit the wall either side of their bed. Gardens to play in and grow a few vegetables and flowers, go naturally together to help make a decent Home built with rooms of a decent size.

I understand that gardens should be at least 10 metres long and at least the same width as the decent homes listed n your statement.

*Where in your Document have you declared that the people who live in your decent homes and of course all the residents living in the Borough of Hastings; are going to able to enjoy a stroll in a Green Space of 2 hectares or more no further than 300meters from their front doors? *

Objective 3: Safe guard the Town's Environment
In real terms -The Town enjoys a number of environs all are special and possibly unique.
A. "Hastinas Old Town" What was essentially an original Fishermen's and Smugglers village who enjoyed trips to France for contraband brandy, rum, Rolls of silk and much more for the outward trip the smugglers used loads of high quality sand for ballast much of which was quarried in the caves in secret. Situated under the West Hill are more than 5 acres of caves some of which are on display to tourists. A once thriving Seaport, some of the more famous Buccaneer's Grave Stones stand boldly to this day In All Saints Grave Yard and at Fairlight Church Yard.
"The West Hill" the site of possibly William the Conquerors' first Castle/fortress. An important tourist attraction.

B. ORE Village The concrete sprawl has also grown here but the character of many of the people has not changed, businesses here operate at different levels to elsewhere across the Borough.

C. Kings Road Central St Leonards Area. I am led to believe this locality is ONE of the most densely populated areas in the south of England.

D. Burton St Leonards-on-sea Houses of Quality and style (open Green areas for Servants recreation) some examples still remain.

E. West St Leonards-on-sea
Considered For a place in the HALL of Fame for its very large Waste Tip. During the war a Lancaster bomber had an emergency landing in the Children's playing field north of Bexhill Road. The TIP was in operation possibly before 1920. It is now a massive Land fill site. Lorries that travel to a fro along Bexhill Leave clouds of dust and dirt particles. When it is considered that the wheels on each lorry loose approximately 40 to 50 pounds of dust and particles of soil on each journey along Bexhill Road. The Residents deserve better. The Size of the Tip's total area is over 20 Hectares.

CENTRAL St Leonards-on- Sea the densest populated area in the south of England. This area of the Borough being so overcrowded already, it is difficult to understand how Objectives 2. And 3 can be achieved if any large or even small housing projects are allowed in this already overcrowded Area the serious problems will only escalate. Any new proposed housing developments will severely overload the old Victorian sewage system. Also totally disrupt and destroy a very fragile Physical Environment.

BURTON- St Leonards-on-Sea- Kings Road
A Village of fine Victorian Houses and Buildings many s t i l l show walls of local Sand stone quarried in the Archery Road Sand stone Quarry. More recently the site of Archery competitions, one of the first sports to be recognised in which Ladies of the district were able to compete on equal terms for the first time in history with Gentlemen and enjoy quiet recreation. Servants also enjoyed areas/gardens where they could have walks in the fresh air (Gensing Gardens being one area). There are collections of valuable trophies from the Archery Grounds in the Museum.

WEST ST LEOMARDS-on-SEA
ITS main chance for a place in the Hall of Fame is the size of the Rubbish/WASTE TIP. The area north of Bexhill Road was used for household waste disposal from as early as 1920. The Tip now exceeds more than 20 Hectares in size and has swallowed up more than a third of the original floodplain. During very bad weather conditions gardens and properties along the north side of Bexhill Road Get flooded with foul/sewage contaminated water. The Valley just to the rear of the original tip is now a large hill, a landfill site of more than 85 meters in height from the original stream bed to its present height. The Piggy back tip installed on the north side of the hill will be completely filled sometime during the next 18months. WHERE, IS THE PROVISION FOR SAFE WASTE DISPOSAL IN YOUR PLANS? WHAT PLANS HAVE YOU PUT IN PLACE? To cope adequately with the services such as fresh water, electricity supplies, Sewage disposal in a creaking Victorian undersize pipe system? HOW will the costs affect the householders in Hastings?
Bearing in mind that at the present time BlFFA are accepting Waste Materials from all over the South of England. If the Piggy-back Tip had been used for local waste only it would have lasted many years. Is this looking after safeguarding Objectives 3? 4. Or 5.

OBJECTIVE 4: Addressing the impact of climate change.
Fine words. I do not believe that you have any idea what you actually mean by your statement. In the first place we have a maritime climate over the years we see many changes. The address should be centred round *not building housing stock on unstable land*. Already Insurance companies are concerned re flooding and checking up on and refusing to insure houses on unstable areas across the Borough. I have photographs of land slippage/slumping at "Brackendale" The Fairlight Clays are the most unstable substrata layers possibly in the whole of England. Sea level rises, and tidal effects and safe sewage disposal must be your main concerns. Alongside the consequential damage to properties and disruption to business operations during severe inclement weather conditions many areas of Hasting are seriously affected during these periods of bad weather

Supporting sustainable Communities? Looks good on paper. Failing leaking Sewer Lines Harold Road, Serious unresolved leaks at the head of Alexandra Park. Unresolved sewage Leaks on the north side of Bexhill, a serious problem some 4 decades old.
No real local Safe sites within 300 to 400 yards of home for Children of seven to fourteen years old to enjoy a kick around or play with their cycles. They are stuck playing in the Roadway for instance one locality is at Deep Dene. Is this your idea for sustainability?

OBJECTIVE 6:
Provision of an efficient and effective transport system! With all your development sites completed there will be more than or an extra 12000.Vehicle Journeys on the already overloaded Road system. You might advocate people using the internet to obtain goods, but those goods have to be delivered by somebody often in large Lorries instead of small cars, more traffic chaos. Many of your proposed development areas will rely on getting supplies from shops two to three miles away or further afield more traffic that will not be efficient or effective. I have noticed recently long Lorries having great difficulty at cross roads and junctions where they need several shunts to navigate the very tight turns.

Making best use of the Seafront and promoting Tourism. A very large high quality wave machine or even two one for beginners stretching along the Seafront. It would be an excellent investment for the Council and boost receipts to the very unpopular Car parking charges. It would help boost and promote more of a certain type of tourism to Hastings. I do not see the Pier being restored and if it was with car parks so far away it will show no profits.

Your team do not understand where or why the populations of wildlife live and the habitats that support wildlife across the Borough at present.

A team called Go West! Have presented a wholeistic plan: A strategy for development of St. Leonards seafront and its neigh bouring areas.

Summary of proposals
* Remove public conveniences, foreshore offices, bus stop, &c. Bulld Warrior Square Pavilion.
* Erect a St. Leonards marker with coat of arms at the St. Leonards Archway memorial stone.
* Install Burton's St. Leonards information at important places.
* Erect Norman tableau at the Conqueror's Stone. Erect statue of James Burton.
* Develop the esplanade &om opposite St. Leonard's parish church to West St. Leonards Gardens as 'Promenade Park'.
* Use the cliff face under West House as Escarposcope,
* Allocate West House, or part of it, for public/commercial use including its gardens and terrace.

General manipulation of this consultation

One wonders what the point is? Sites with a comment of previously consulted on will not be changed. Sites currently undergoing applications also will not be changed. You have engineered it so that 90% of sites are in these categories. Anything contentious like the convent or robsack or archery already slotted into one of these categories. If everyone in Hastings wrote about a site and a miracle occurred and you decided not to build on it. There is the threat that you will build near the countryside in one of the sites now designated unsuitable. It is all carefully engineered to appear fair when it is not.
