The Burton St Leonards Society strongly supports the use of innovative technology within new buildings. St Leonards was built on an architectural heritage that embraced the newest and most up to date technology of the time and hopes that the ethos can be championed with the Core Strategy. We must promote high quality development.

It would be good if all new homes could be installed with compost toilets or a system whereby bath water or other 'grey' water could be used to flush toilets. Gallons of water are wasted daily in flushing toilets.

The planning application procedure could be made much easier and more encouraging for those wanting to create sustainable energy systems in their homes. It would be good if incentives were given to people wanting to do this.

Sustainable energy suppliers such as eco-tricity and the phone co-op could be promoted more so that people are aware of sustainable ways of buying energy.

we would continue to recommend the inclusion of a specific policy relating to climate change adaptation as a Strategic Objective. this could once again serve to unify other policy actions/comments found within the document, such as paragraph 3.9. Objective 12 currently referes to some related issues such as sustainable building design & renewable energy, however the critical success factors could be more ambitious. As a signatory to the Nottingham Declaration on Climate change, a robust policy within the Core Strategy may compliment other Council strategies in this regard as discussed in approach 45 & the SA.

SMPCT support the principle that all new development should be sustainably designed and assessed against local, regional and national guidance. SMPCT query the amount of weight attached to guidance produced by the Council for Architetcture and The Built Environment (CABE). SMPCT recognise that guidance produced by CABE should be used to inform planning policy and decision making, however it should not be used as the sole basis of assessment. As a result SMPCT recommend that the 'crictical success factor' be amended ro recognise the design of new development will be assessed against a range of guidance documents.

These statements are not firm enough & should read: All housing developments to be appraised against Council for Architecture and the Built Environment Guidance before 2010.
10% of energy used in new developments to come from on-site renewables otherwise developers could divide sites to remove the need to fulfill this requirement. Renewable energy requirements should cover all developments on a sliding scale to encourage developers to have an holistic approach to larger sites.

Hastings has a good network of Local Nature Reserves & Sites of Nature Conservation Interest which have the potential to provide essential stepping stones for the migration, dispersal, genetic exchange & daily movement of wild species.
Maps should be provided to show the location & boundaries of these areas so that they can be protected & enhanced.

the location of renewable energy should work within the capacity of the landscape, natural habitat & culture of a site & its zone of influence. Wind energy should have regard to design, scale, visual impact, tranquility issues & impacts on designated landscapes. Cumulative impacts on the environment including ancillary development eg. power lines should be taken account of.

* prioritise housing use or visitor accommodation in all seafront developments above ground/first floor level
* ensure all housing schemes over 15 units in size incorporate quality landscaping
* all new housing schemes to be rated zero carbon by 2016
* all new housing to meet CABE Building for Life standards and Code for Sustainable Homes level 6
