Whilst generally supporting objectives 10 & 11, they both FAIL to mention the benefits of equestrianism and the provision of safe off road riding facilities. This could easily be achieved by considering equestrian use of some cycle/footpaths. Horse riding is an activity taken up by many people, including adults and children both able and disabled, and is known to have positive impact on physical and metal well being. Equestrians have just the same rights as cyclists when it comes to safety, the roads today are too overcrowded and unable to cope with horses. An equal opportunity to enjoy leisure time the same as any other activity is all we are asking

There are virtually no community facilities in the Old Town. HBC must find a way to change that by 2026.

We have previously commented on the Environment & Sustainability objectives noting that they do not reflect the requirements of PPS9 or policy NRM4 of draft South East plan. Although we note the additon of wording 'which promote biodiversity' to the end of objective 11, the promotion & enhancement of biodiversity should be addressed as a specific Strategic Objective. This would also serve to unit wording & policy found throughout rest of document.

objective fails to mention the benefit of the different forms of riding & the development of safe off-road riding. Riding is an absorbing hobby for young people, helping to reduce obesity & even teenage pregnancy! the increasing road congestion makes it imperative to provide off-road riding facilities.

The establishment of multifunctional greenspace & cycle & pedestrian routes is to be commended.
Accessible natural greenspaces is an important component of the multifunctionality of recreational greenspace & has been proved to have a beneficial effect on people's health & wellbeing.
We strongly support the establishment of a green network which promotes biodiversity. However we feel strongly that this objective would sit better within the Environment & Sustainability theme

Objective 3 - Healthy Living
Improve the health and well being of the population by enabling an increased take up of sports, leisure and cultural activity and active outdoor pursuits including allotments.
* Work with Rother DC and ESCC to develop the new Pebsham Country Park
* provide a major new sports and leisure complex by 2012
* provide significant waterside leisure activity along the length of the seafront
* complete 3 new health centres in Ore, Station Plaza and Upper St Leonards
* establish a network of accessible open green spaces that encourage biodiversity
* increase the number of working allotments

Objective 8 - Protect Countryside and Greenfield Sites
Prioritise the use of previously developed land, protect the town's green fringe and promote compact mixed-use development. Ensure new development makes use of existing infrastructure and maximises the use of renewable energy. Critical success factors are:
* 90% of all new development to be on brownfield sites
* no greenfield development prior to 2020
* encourage reuse of buildings and restrict unnecessary demolition
* find appropriate uses to retain and restore the Observer Building by 2011
* restrict any residential development that is not within reach of existing transport and community infrastructure
