Reduce the proportion of single households - singles live here because it is affordable - how are you proposing to change this? Make them marry each other? Put housing costs up so they move elsewhere? Or perhaps stop outside authorities from shipping in their social casualties?

"provide for at least 4200 new dwellings" this is not feasible in this area because there is an acute shortage of land available for building and the Borough as reached saturation with the number of flats. any more should be embargoed!

Sutton and Merton Primary Care Trust support the need to provide at least 4,200 net new dwellings between 2006-2026 in line with Draft South East Plan requirements. It is important that these figures are seen as minimum targets and that the housing targets are revised in order to reflect any change in the housing figures contained in the final RSS.
SMPCT recognise the need to provide affordable housing within new development and support the establishment of a threshold for the provision of affordable housing in line with paragraph 29 pf PPS3. This threshold should relate to net additional dwellings in order to be consistent with general housing targets.

The provision of housing should be higher & allow for at least 400 net dwelling completions per year, giving a total to 2026 of 8000 dwellings.

Land at Breadsell Farm could help improve the range of housing options, widening the potential for a variety of housing tenure & enabling the release of Land at Breadsell Lane as a major greenfield residential/mixed use development site.

Affordable housing should be on all development regardless of size as the lower limit of 15 dwelling encourages developers to carve up sites to fall under this limit. If the number was on a sliding scale from 2 upwards then developers you wish to attract to the town would be encouraged to develop sites as a whole & not piecemeal.
You have no control over the number of houses built each year as this depends on sites come forward at the excepted rate, which in turn effected by global factors; land values, house prices, interest rate, inflation, climate change, war, population growth, employment & education standards.

To comply with the PPS9 requirement to enhance wherever possible, Natural England recommends that a policy is put into place requiring all development within the District to incorporate measures to protect & enhance biodiversity. These measures should represent a significant benefit in terms of nature conservation. Some examples are -
*green roof
*bat boxes & bricks in appropriate locations, bird boxes & appropriate hedgerow & tree planing where these are absent from the development area
*landscaping of local provenance in new developments
*creation of ponds in small water bodies as long as they are not at the expense of existing wetlands
*Habitat creation in larger developments particularly to meet the requirements of Biodiversity Action Plan priority habitats & species of principal conservation interest (UKsteering group 1994:IDON 2005)
Enhancement should be additional to those measures required to mitigate loss of biodiversity or mitigate for potential impacts upon designated sites of protected species which should be included in all relevant developments as a matter of course.

The recognition in paragraph 5.4 of the need to work in partnership with others to provide infrastructure & services is strongly welcomed & the County Council is keen to be involved. However, the Core Strategy would be improved by having a separate specific objective about the provision of infrastructure & services in tandem with development. This could be along the line of the SE Plan objective (vi) which refers to to 'the need for timely infrastructure provision that keeps pace with development' (as well as the need for dialogue with Government on funding & mechanisms).
