Affordable housing should be on all development regardless of size as the lower limit of 15 dwelling encourages developers to carve up sites to fall under this limit. If the number was on a sliding scale from 2 upwards then developers you wish to attract to the town would be encouraged to develop sites as a whole & not piecemeal.
You have no control over the number of houses built each year as this depends on sites come forward at the excepted rate, which in turn effected by global factors; land values, house prices, interest rate, inflation, climate change, war, population growth, employment & education standards.
