Representation Summary:
Preferred Policy Approach 5 seeks to promote edge-of-centre and out-of-centre sites ahead of existing centres and as such runs contrary to the sequential approach, as set out in PPS6. Furthermore it promotes a business based approach to retail development which is also contrary to guidance in PPS6. In this context we strongly recommend that Preferred Approach 5 is deleted in favour of an all encompassing retail approach that reflects the tests set out in PPS6.
