Representation Summary:

Out-of-centre retail warehouse sites have been proved beyond any doubt to adversely effect the traditional town centre, resulting in business closures and 'ghost town' town centres. These developments also generate large volumes of additional traffic movements, in direct contradiction to the presevation of our unique local environment. Therefore, this approach should be removed.

Preferred Policy Approach 5 seeks to promote edge-of-centre and out-of-centre sites ahead of existing centres and as such runs contrary to the sequential approach, as set out in PPS6. Furthermore it promotes a business based approach to retail development which is also contrary to guidance in PPS6. In this context we strongly recommend that Preferred Approach 5 is deleted in favour of an all encompassing retail approach that reflects the tests set out in PPS6.

For the avoidance of doubt, and to ensure the successful implementation of the councils town centre policies, it should be made clear that any retail warehousing will be for bulky comparison goods only and that any permissions for non-central sites will be subject to planning conditions restricting the sale of non-bulky comparison goods and convenience goods.
