In light of this, the development of 'clone town' retail space is again high risk. The aspiration for more consumer choice is not well articulated, seems to disregard the effect of deletion before construction but above all seems an inappropriate 'all or nothing' direction for a seaside town with 180 degree periphery & poor transport connectivity which is proving problematic to improve.
