Representation Summary:

This approach fails to recognise the damage done to the town centre of the existing Priory Meadow development in terms of business failures in adjacent areas such as Queens Road, Trinity Triangle and White Rock.

This approach should instead focus on the regeneration of these existing retail areas - including the St Leonards District - by making them safe, pleasant, clean and accessible to visitors and residents alike, instead - as in the case of Queens Road - being 'no stopping' routes into the current town centre development.

No further retail development on out-of-centre sites should be considered.

Representation Summary:

The suitability of locating development in Hastings Town Centre will depend on the function of the proposal and the catchment it seeks to serve. Additional retail development needs to come forward throughout the hierarchy of centres to ensure their vitality and viability going forward. As such the provision of accessible retail facilities to serve local communities within or as part of an extension to existing district or local centres should also be encouraged.

Retail should go out of town to Queensway etc on the edge.

The council's aims to ensure the continued success of Hastings town centre are supported, in particular the identifcation of the town centre as a growth point capable of accommodating most of the projected growth in comparison goods expenditure, along with St.Leonards District centre.

It should be made clear throughout the document whether the floorspace referred to is net or gross, and for the avoidance of doubt separate figures should be quoted for comparison goods floorspace and for service trade shops.

Para 9.1 The core strategy should provide more detail in respect of this. It should
1. acknowledge thet Hastings Borough is already well-served by existing large food stores, Tesco, Sainsbury's and Morrison's.
2. state the amount of expenditure that is expected to be available to support new convenience goods floorspace across the plan period, and
3. note that small convenience goods outlets that will serve day to day needs and local shopping catchment will be encouraged in appropriate locations, for example within the boroughs district and local centres and the new housing allocation at Breadsell.

Representation Summary:

Para 6.12 - There is too much retail floor space being planned for the town centre. There should be much heavier emphasis on the already existing retail properties with small, individualist shops, like those in the Old Town, being encouraged. This would emphasise our individuality instead of trying to create town centre shopping only second rate towns with good transport links and a 360 degree catchment area. We are all sick of the cloned shopping experiences and there is a wonderful opportunity to create something different in Hastings.

Again, too much emphasis is put on retail floorspace in the town centre, More should be put on live/work accommodation in acknowledgement of the numbers of self-employed artisans and small businesses which will flourish.

The aim to achieve at least 60% of development on previously developed land is supported, and preferably should be maximised further. The re-use of previously developed land is broadly supported by the HA, because generally these sites have an established transport infrastructure that incorporates an established public transport network which could be enhanced as appropriate. Comparable reasons support employment locations in the town centre, the aim to manage down the need to travel by car to such locations should be sought in all instances. The overall development and continual improvement of the public transport network is supported. THis will be beneficial in achieving reduced congestion levels especially in St Leonards.

In order to meet sustainability objectives, Sainsburys Supermarkets Ltd believe that the Core Strategy should provide for an element of flexibility to allow for appropriate retail growth to support the new hosuing proposed for the Borough.

Representation Summary:

Sainsbury's Supermarkets Ltd support flexibility in the Council's approach to accomodating future retail needs, as it is recognised that the level of retail development identified will not meet the long-term requirements in the Borough and that the proposed development of Hastings Town Centre may not come forward in the plan period.

The sub-regional role of Hastings town centre is supported, althought the provision for comparison (and convenience) goods growth in Hastings as a whole should be consistent with maintaining & strengthening the role of Bexhill, Battle & Rye town centres, as well as local centres in Bexhill.

The preferred option to have retail as the town's main aim seems unrealistic when the town only has 180 degree of hinterland to draw people from. With the rise of internet, retail has changed too dramatically to make Hastings this type of destination. Where as the fact that 180 degree of hinterland is sea would be a more realistic pull. This could only work if the town develops places to go, things to do, an events calendar that pulls people in without excluding residents.
The Secretarty of State has thrown back several LDFs as local characteristics have not been considered. Hastings does not need to become a retail clone town. Do the town's officers & councillors not have enough vision to look past this short sighted materialistic view to our millenium of history & make a play for an existing worldwide marketing brand of 1066, which could go with it?

We do not agree that the overall strategy for a seaside town with 180 deg catchment should include becoming a major retail centre but should instead aim to develop a more diverse economy based on quality of life, sustainability, seaside, heritage, culture, tourism and leisure - as set out in the Vision for Hastings statement. We think the present retail policies could cause too much competition for existing businesses.

In light of this, the development of 'clone town' retail space is again high risk. The aspiration for more consumer choice is not well articulated, seems to disregard the effect of deletion before construction but above all seems an inappropriate 'all or nothing' direction for a seaside town with 180 degree periphery & poor transport connectivity which is proving problematic to improve.

While retail developments can be tolerated, even welcomed, what is presently suggested appears to have no relation to anything distinctive in the town. We would prefer stronger articulation of supporting plans, which might include development of the other facilities required to make a town centre family friendly.
