The aim to achieve at least 60% of development on previously developed land is supported, and preferably should be maximised further. The re-use of previously developed land is broadly supported by the HA, because generally these sites have an established transport infrastructure that incorporates an established public transport network which could be enhanced as appropriate. Comparable reasons support employment locations in the town centre, the aim to manage down the need to travel by car to such locations should be sought in all instances. The overall development and continual improvement of the public transport network is supported. THis will be beneficial in achieving reduced congestion levels especially in St Leonards.
