Glossary

Development Management - The process of proactively managing development in a local area to achieve the local planning vision and objectives. The team that look at planning application is Hastings is called the “Development Management Team”.

Development Plan Documents (DPD) - A statutory planning document prepared under previous provisions which now will be wrapped up in the new Local Plan. Currently these, taken together, form the statutory adopted Development Plan.

Local Development Scheme (LDS) - A project management document setting out what the Local Plan will contain, a timetable for its production, proposals for monitoring and review.

Local Plan Monitoring Report - Authorities are required to produce Monitoring Reports to assess progress against the LDS and the extent to which policies in development plan documents are being achieved.

Local Plan - The new style development plan document which will combine under one cover all policies and documents forming the planning framework for the Borough. Currently under preparation and will include provision for public consultation on the emerging policies and proposals.

Neighbourhood Development Plans - Neighbourhood plans are community-led planning documents that allow local people to get the right type of development for their community in their specific areas, but the plans must still meet the needs of the wider area and conform to the Local Plan.

Planning Strategy - A key part of the Local Plan setting out a long-term spatial vision for the Borough and the main strategic policies and proposals to deliver that vision.

Policies Map - A map showing site allocations and geographical areas where policies apply set out on an Ordnance Survey base.

Statement of Community Involvement (SCI) - A statutory document which sets out the Borough Council’s approach to involving the community in the preparation, alteration and review of the Local Plan, Development Management Supplementary Documents, and Neighbourhood planning.

Strategic Environmental Assessment (SEA) - Environmental assessment of policies, plans and programmes required under the European SEA Directive 2001/42/EC.

Street Vote - When in force, street votes would allow residents of a street to propose and vote on street vote development orders. When a SVDO is in place, proposals meeting the requirements of the order can potentially be granted planning permission in a more streamlined way. Please note this is not yet in force (live).

Supplementary Planning Document (SPD) - Non-strategic planning documents which expand upon policies or proposals in Development Plan Documents.

Sustainability Appraisal (SA) - Assessment of the social, economic, and environmental impacts of the policies and proposals contained within the Local Plan.
