In order to reduce the annual turn-over of transient population in Central St Leonards an increase in the amount of larger family sized housing units will be key. There is also a need to reduce the amount of poor quality private sector rented accommodation - especially in smaller 1 and 2 bed units- and increase the opportunity for owner-occupation in this area.

There is a tendency to divide, then further sub-divide the larger buildings in the town. The resulting small flats and bed-sits cater to transient populations, rather than settled families.

Is there a conflict between points a & c in PA11 & the introduction of bullet points 2 & 3 in PA20? Does this make the housing priorities clear to developers & the community?
