A balanced 'carrot and stick' approach is required of limiting parking provision in parallel with maximising access to the town centre by means other than the car. Traffic congestion is itself a barrier to increased public transport, cycling and walking and measures to tackle this will be required in order to support the required move away from excess car usage.
