Representation Summary:

A balanced 'carrot and stick' approach is required of limiting parking provision in parallel with maximising access to the town centre by means other than the car. Traffic congestion is itself a barrier to increased public transport, cycling and walking and measures to tackle this will be required in order to support the required move away from excess car usage.

We do not consider park and ride a sustainable option as it encourages car use as well as leading to the loss of greenfield.

Why not hypothesize a percentage of revenue from urban car parking to fund more sustainable travel modes into and through the town ie revenue to match the existing investment in the Hastings Greenway Project?

Representation Summary:

The HA support all measures that seek to maximise sustainable transport options with the overall aim of reducing the need to travel by car, particularly, as stated the opportunities for non-car based travel should be fully exploited before any increase in car parking provision. The HA supports the continued development of LATS; the joint working with Rother greatly improves its chances of success. The location of car parking and park and ride facilities requires careful planning as both have the ability of attracting and generating car based trips to the detriment of the highway network.

Note the suggestion of a 'park and ride' facility near the A21/A28, and at Wilting (if there is a station), but question whether there is sufficient justification for these, as well as their locations.

Whilst it is appreciated that demand management measures need to be introduced on a strategic basis, the County Council's view is that demand management should be introduced alongside, sustainable transport measures to encourage a modal shift based upon the 'carrot & stick' principle.

It is unclear how the proposals for park & ride at Wilting would relate to any proposals for housing and/or employment uses as suggested in PA19. Park & ride proposals at neither Wilting nor Baldslow have been tested to assess their impact on the transport network. PA33 should reflect this.

It is not clear which is the preferred approach or how this will be developed into a clear policy particularly as they seem to relate to land in Rother.
