Apart from the retail offer, local, district and town centres have different functional characteristics, particularly in terms of their catchment area and travel patterns to those centres. This should also be noted in the proposed policy, especially as any change in a centre's role could have serious implications, for example in relation to traffic generation and highway congestion. For those reasons, it should also be noted that large scale developments are inappropriate in local centres (which is explicitly set out in PPS6)
