The plans lodged with ESCC do not evidence that the link road will improve strategic transport, but as with any new road, will increase traffic. The cost benifit analysis, before it was reassessed (without evidence) by ESCC fell short of government requirements. It is an ever more expensive 3 miles of road that has no proof supporting the claim to regeneration. ESCC Flood Risk Analysis was seen to be inadequate by the Environment Agency. To include the Bexhill/Hastings link road throughout your report as if it is a fait accompli is questionable. That there is no proof that it will help regeneration suggests that it is not a critical success factor and should not be considered as such. Concern that money is being invested in traffic modelling, duplication of ESCC work? What if road does not go ahead?
