I would suggest that the Baldslow Link Road between Queensway and The Ridge/A21 should be opened well in advance of the Bexhill and Hastings link road. I also feel that the Bexhill/Hastings link road is an ABSOLUTE MUST and both of these schemes should be achieved before schedule if possible.

The Critical Success Factors chosen contradict a long-term and sustainable transport policy. The Borough Council should instead adopt a policy centred on working towards a high-speed rail connection to London, Ashford and Brighton, improved local public transport and reduction in excess car and road freight journeys.

The plans lodged with ESCC do not evidence that the link road will improve strategic transport, but as with any new road, will increase traffic. The cost benifit analysis, before it was reassessed (without evidence) by ESCC fell short of government requirements. It is an ever more expensive 3 miles of road that has no proof supporting the claim to regeneration. ESCC Flood Risk Analysis was seen to be inadequate by the Environment Agency. To include the Bexhill/Hastings link road throughout your report as if it is a fait accompli is questionable. That there is no proof that it will help regeneration suggests that it is not a critical success factor and should not be considered as such. Concern that money is being invested in traffic modelling, duplication of ESCC work? What if road does not go ahead?

Support but am unsure as to how the Bexhill and Hastings Link Road will relieve congestion as The Ridge is very busy road at rush hour. I would prefer a "proper" by-pass that bypassed Hastings and Bexhill going from Rye to Eastbourne or similar.

Objectives 7 & 8, neither of the objectives promote sustainable transport enough within the existing urban areas. There must be a huge investment in a walking and cycling network encouraging a decrease in car use and promoting a healthier lifstyle. This should include the improvement of existing steps, twittens and footpaths that should be made attractive and safe. The extension of the seafront cycle path from Robertson Street to the Old Town should be a priority. The two college sites in central and Ore should be connected by a greenway link that will include the present Balfour Beatty/Network Rail site alongside the railway which will also connect the Town Centre with Alexandra Park for pedestrians and cyclists.

Very difficult for Old Town residents to access jobls on The Ridge and at Queensway. Most buses do not start running until after 8.00. If the Link Road opens by 2011, I will buy the compiler of the final report a drink even though the road will be of limited benefit to the Old Town.

Unrealistic prospect for the Hastings-Bexhill link road to open by 2011. Maybe appropriate for the Baldslow link to open independently of the Hastings-Bexhill link road. Important that any delay in implementation of the link road does not restrict development sites in Hastings coming forward.

The Hastings & Bexhill link road will act as a bypass for the town centre of Hastings. This will make it easier for poeple to go to Brighton & Ashford rather than come into Hastings. The councils implied it wants to maxmise the biodiversity in its green spaces so decides to build a road along the margin of the local SSSI. These 3 objectives are therefore at odds - (7, 10 &13)

Natural England has objected to The Bexhill to Hastings Link Road which is named as a critical success factor under this objective. We are working closely with East Sussex County Council to resolve outstanding issues with this proposal.

4.11 Agree with walking and cycling objectives, start commiting budget now to improving infrastructure. We need these improvements now! only agree with link road being built if all other improvements to traffic infrastructure - rail, cycling, walking are addressed first.

Ensure modal choice and encourage modal shift to more sustainable transport patterns. Work at a local, county and national level to secure improvements in strategic transport infrastructure. Critical success factors:
* green travel plans required from all new businesses
* all development schemes to identify and promote sustainable transport modes
* housing schemes to link to existing transport infrastructure and bus routes
* Bexhill/Hastings and Baldslow link roads to be open by 2011
* establish a strategic network of cycle and pedestrian routes
* expand the national cycleway route along the seafront
* improved lighting and surfaces to all twittens throughout the town by 2011
* repair pavements in commercial areas and all twittens by 2009
