Representation Summary:

The Plan assumes that the case for additional residential building in connection with economic regeneration has been made. This is not so for the reasons listed below. The Council and its officers must first give justifiable reasons for even contemplating any housing development. As a preamble to the discussion I have listed the future limitations to Hastings regeneration proposals.

(1) Where is the economic justification for any increase in the number of residential units required to be constructed over the forthcoming 15 year period?

(2) The town's isolation from the rest of the Country

(3) The general poor standard of secondary education and the fact that the Hastings area has no academically high achieving educational establishments is one for which the County educational authority should be truly ashamed.

(4) The presence within the Hastings community of two large 'sink' conurbations and their attendant problems of crime and anti-social behaviour as well as uncontrolled drunkenness in the town centre at night-time, act as disincentives to economic investment from outside the town
