It does not unequivocally lay out what standard they must achieve through this appraisal. There is a lot of vague 'encouraging' and 'promoting' throughout. In contrast PA1, location of new housing, the plain-speaking 'will release' is used in conjunction with explicit numbers. Why the ambiguity on aspirations equally critical to sustainable development? It causes a deep source of mistrust in how the strategy may be implemented.
