A strong 'sense of place' would be a result of the above approach (PA 31) and the traffic calmed areas would give parents confidence to let their children play outside. This would lead to community cohesion.

Unfortunately due to limited resources we are unable to comment on this document. However we would like to make some general comments which you should consider.
1.Design is now well established in planning policy at national & regional levels, and LDFs offer an opportunity to secure high-quality development, of the right type, in the right place, at the right time.
2.Robust design policies should be included within all LDF documents & the Community Strategy, embedding design as a priority from strategic frameworks to site-specific scales.
3.To take aspiration to implementation, local planning authorities' officers & members should champion good design.
4.Treat design as a cross-cutting issue - consider who other policy areas relate to urban design, open space management, architectural quality, roads & highways, social infrastructure & the public realm.
5.Design should reflect understanding of local context, character & aspirations
6.You should include adequate wording or 'hooks' within your policies that enable you to develop & use other design tools & mechanisms, such as design guides, site briefs & design codes.

In terms of Environmental Sustainability & Design, we would like to see an aim that 100% of all new development should meet CABE 'Building for Life' standards & Code for Sustainable Homes level 6 standards to be zero-carbon rated.

We are pleased to see that generally you have related the level & location of development to specific places & have sought to identify how the area will change over the plan period. At submission you will need to ensure that all policies are locationally specific & focussed on local issues. PPS12 para 4.30 makes it clear that policies should not repeat national or regional guidance. It is not clear how this approach will add a local dimension to national guidance.

This proposes appraisal of design against CABE & HBFBL standards. It does not unequivocally lay out what standard they must achieve through this appraisal. There is a lot of vague 'encouraging' & 'promoting' throughout. In contrast, PA1, plain seeking 'will release' is used in conjunction with explicit numbers. Why the ambiguity on aspirations equally critical to sustainable development? it causes a deep sense of mistrust in how the strategy will be implemented.

PA 48 - sense of place and local identity p 130, proposes appraisal of designs against CABE and HBFBL standards. It does not unequivocally lay out what standard they must achieve through this appraisal. There is a lot of vague 'encouraging' and 'promoting' throughout. In contrast PA1, location of new housing, the plain-speaking 'will release' is used in conjunction with explicit numbers. Why the ambiguity on aspirations equally critical to sustainable development? It causes a deep source of mistrust in how the strategy may be implemented.
