This proposes appraisal of design against CABE & HBFBL standards. It does not unequivocally lay out what standard they must achieve through this appraisal. There is a lot of vague 'encouraging' & 'promoting' throughout. In contrast, PA1, plain seeking 'will release' is used in conjunction with explicit numbers. Why the ambiguity on aspirations equally critical to sustainable development? it causes a deep sense of mistrust in how the strategy will be implemented.
