Paragraph 17.45 notes the tourism sector in Hastings has stagnated in terms of the number of staying visitors & there is a lack of quality visitor accommodation. In response to this, Bourne Leisure strongly consideres that either an extension to this preferred approach 28 or a new approach should refer to the need to provide a range of high quality tourism accommodation & that it should not just refer directly to hotels. High quality accommodation would include caravan & holiday parks & promoting the enhancement of existing parks & provision of new ones would help cater for a broader cross-section of visitors to the borough. Such an approach would also reflect advcie in the CLG Good Practive Guide on Planning for Tourism (May 2006), which acknowledges specifically at paragraph 19 of Annex A that in the UK, touring caravan & chalet parks accommodate some 22% of all holiday bed nights.
