Representation Summary:

Tourism is presently a major income stream for the town and therefore for much of the local economy and SME business community. The long-term success of the tourism economy will be a key part of delivering the over-all regeneration of the town. The specific marketing of St Leonards and its seafront as a destination would help to underpin the regeneration of this area and be in keeping with the original reason this resort town was built by the Burton family.

Representation Summary:

Extending the tourist season and encouraging visitors with higher spending power is supported. However there should be specific reference to holiday parks (caravan, touring caravan, tent, chalet) and encouraging existing parks to upgrade, improve layouts, provide better landscaping, which may involve expansion - as referred to in PPS7 / the GPG on Planning for Tourism. Holiday parks are the largest provider of rural tourism bed spaces,they provide a valuable source of local employment, provide work for local service industries, sustain local businesses, make a valuable contribution to environmental sustainability, and have a substantial positive impact on the local economy.

Our Warrior Square Renaissance Project aims to create a state of the art
cultural and interpretation centre in the heart of St Leonards. All based on
a Green oasis;an innovative link between the Rail Station and the Seafront ; and the lost spirit of design innovation pioneered in St Leonards.

Paragraph 3.4 of the Preferred Approaches consultation statement states that previous consultations have shown that many local people would like to see the town's future planning make more of its seaside location. Bourne Leisure strongly supports this view & subsequent statement.
As part of this approach, the company considers that a key element of the tourism strategy should be to promote a high quality & diverse accomodation base, based on both the improvement of existing accommodation & provision of new facilities.

Paragraph 17.45 notes the tourism sector in Hastings has stagnated in terms of the number of staying visitors & there is a lack of quality visitor accommodation. In response to this, Bourne Leisure strongly consideres that either an extension to this preferred approach 28 or a new approach should refer to the need to provide a range of high quality tourism accommodation & that it should not just refer directly to hotels. High quality accommodation would include caravan & holiday parks & promoting the enhancement of existing parks & provision of new ones would help cater for a broader cross-section of visitors to the borough. Such an approach would also reflect advcie in the CLG Good Practive Guide on Planning for Tourism (May 2006), which acknowledges specifically at paragraph 19 of Annex A that in the UK, touring caravan & chalet parks accommodate some 22% of all holiday bed nights.

Bourne Leisure considers that supporting text to this approach should recognise the importance of caravan & camping sites to Hastings tourism product, as currently acknowledged in the adopted local plan (paragraphs 5.65 & 5.66). Bourne Leisure considers that specific tourism policies within the Core Strategy should - expressly support & encourage the retention, consolidation, enhancement, diversification & intensification/expansion of existing holiday caravan parks, subject to any necessary environmental/other development control criteria, particularly where proposals improve the range & quality of accommodation & facilities on a site & result in permanent & significant improvements to the layout & appearance of the site & its setting in the surrounding landscape &
allow for operators to undertake a phased approach to consolidation, improvement, upgrading or extension of existing caravan sites & holiday parks over several years, ensuring that existing accommodation & visitor operation is not disrupted & that each proposal caters appropriately for current & forecast needs/demands. This approach to tourism development would accord with paragraph 6.6 of emerging South East RSS (March 2006) & reinforced by bullet point 6 of part 1 of draft policy TSR5 Tourist Accommodation (South East RSS).
