Representation Summary:
SMPCT accepts that there is a greater need for social rented housing, however it is considered that the preferred approach provide greater clarity on the quantitative need for socially rented housing in comparison to shared ownership (intermediate). SMPCT recommends that a benchmark split be incorporated within this policy in order for it to accord with national guidance which seeks to seperate targets for this type of housing (para 29 of PPS3). This benchmark would also alllow developers with clearer guidance on what the Council expect from new residential development.
