SMPCT accepts that there is a greater need for social rented housing, however it is considered that the preferred approach provide greater clarity on the quantitative need for socially rented housing in comparison to shared ownership (intermediate). SMPCT recommends that a benchmark split be incorporated within this policy in order for it to accord with national guidance which seeks to seperate targets for this type of housing (para 29 of PPS3). This benchmark would also alllow developers with clearer guidance on what the Council expect from new residential development.

SMPCT supports the flexibility within this policy, which enables the creation of mixed communities, an objective of paragraph 24 of PPS3. This is important as it recognises both economic and social issues associated with the provision of certain types of affordable housing and supports the SMPCTs view that financial viability assessments should be used to justify the level of affordable housing provision.

A proper analysis of the types Affordable actually needed is required. People have their names down for social rent may be people from outside the area or they may have their names down with several councils.
Tenure diversification is needed especially in Baird, Tressell & Ore.
