Development Management Plan Focused Consultation 6th July - 17th Aug 2012

Representation ID: 3882

Received: 17/08/2012

Representation Summary:

Bourne Leisure strongly supports the statement at paragraph 2.36 that "we would want to retain important tourist accommodation at Combe Haven holiday park". Combe Haven is one of the UK's leading holiday parks and contributes hugely to the Borough's tourism offer and local economy. However, in order to retain important tourism accommodation at the holiday park, the DMP should expressly support the protection and enhancement of existing holiday accommodation, including endorsing in principle the expansion of sites where appropriate and where these achieve the enhancement of the Borough's tourism offer and the extension of the visitor season.

Comments on Part A - Planning Focus Areas - Spatial Portraits
Bourne Leisure strongly supports the statement at paragraph 2.36 of Part A of the Development Management Plan in relation to the Vision for Focus Area 3: Filsham and Bulverhythe which states: "we would want to retain important tourist accommodation at Combe Haven holiday park".
Combe Haven is one of the UK's leading holiday parks and contributes hugely to the Borough's tourism offer and local economy. The Park employs 250 permanent and seasonal staff and attracts around 100,000 visitors a year. Bourne Leisure already recognises the importance of ensuring that the quality of holiday accommodation and associated facilities at the Park responds to changing markets and meets the requirements and expectations of its customers. Hastings Council also needs to fully recognise how the Park has to constantly change to respond to visitors' needs. Bourne Leisure has in recent years already carried out improvement works to the indoor/outdoor pools, entertainment venues and food outlets, as part of wider improvements to the Park. The Company now has plans to carry out further improvements, including the relocation/improvement of a number of pitches and the enhancement of the central area to provide a multi-sport court area, play areas and an extended terrace to the existing outdoor swimming pool.
The Company therefore welcomes the Council's vision for Focus Area A, in regard to retaining important tourism accommodation at Combe Haven Holiday Park . However, in order to achieve this Vision, the Company considers that specific policies in Part B of the Development Management Plan should expressly support the protection and enhancement of existing holiday accommodation, including endorsing in principle the expansion of sites where appropriate and where these achieve the enhancement of the Borough's tourism offer and the extension of the visitor season.

Assures us that the SSSI's along Combe Haven will be protected from development. This should be as a matter of course. They will not be immune to the effects of development however and the introduction by the Bexhill to Hastings Link Road of large volumes of traffic into an area where there are no roads at all would, we believe, lead to a degradation of the SSSI. The road would also alter the experience of those visiting the valley to experience nature, landscape, biodiversity and history. We remain strongly opposed to the BHLR

Whilst Bourne Leisure support the vision for this Focus Area, specific policies in the Development Management Plan are needed to support the protection and enhancement of existing holiday accommodation, including endorsing in principle the expansion of sites where appropriate, and where these achieve the enhancement of the Borough's tourism offer and the extension of the holiday season.
