Too many planning applications are brought to Committee with inadequate plans to show sewage/drainage are able to cope with the anticipated capacity. Some sites will not be able to satisfy water board regulations.

Seems adequate re water supply, however it avoids waste water drainage/treatment and surface water drainage issues. It is questioned whether the Core Strategy would be judged sound if HBC has not established, within reason ie. at strategic level rather than site-by-site, that:
a) sufficient waste water drainage/treatment capacity is available or will be provided in the right place and at the right time to accommodate the development it's planning; and
b)appropriate surface water drainage systems can be provided.

The Core Strategy should outline or at least mention the new requirements and responsibilities being introduced through the Flood and water management Act.

We propose that the last sentence of of paragraph 6.39 is deleted and replaced as follows: It is important that the necessary local sewerage infrastructure is provided before the development progresses. Planning conditions will be imposed to facilitate this approach and prevent the sewerage system from becoming overloaded.

I find the reference sewage horrifying, particularly since the decline of bathing water quality since 2008. This has coincided with the advent of major new development in the town, are the two connected? Obviously scant regard has been given to this all important aspect for health. Top priority should be given to fully ensuring that developers do everything necessary to correctly dispose of sewage, and not let it all be brushed under the carpet or in this case into the sea, thereby turning it into a sewer.

Water, sewage and FLOODING - Vast numbers of sites having no existing sewerage capacity available. The Planning Dept conditions are not locally enforceable and failure of sea water quality by contamination by sewage outfalls. Planning permission should not be granted until proper provision by each site.
