Representation Summary:

This council has not demonstrated a true commitment to protecting our green spaces - there are already moves to sell off our green spaces despite protests from the community.
More promises that are there to be broken. Policies within the local plan are frequently ignored. What is the point of these Policies if they are disregarded. It is a farce.

Representation Summary:

Bourne Leisure considers that policy on green infrastructure should recognise the need to balance environmental matters and the establishment/ protection of green spaces and nature conservation areas with the economic and social benefits of development proposals. This should include the benefits potentially arising from the enhancement of existing tourism facilities and accommodation, and new development for tourism uses. It is vital that the emerging Core Strategy positively promotes the retention, enhancement and expansion of tourism developments, including holiday parks, as they are necessary to ensuring that Hastings remains a key tourism destination on the South Coast.

Although we support the principle of the Green Infrastructure it does not fit in with your proposed sale of open space in the borough. You are selling off open space perhaps to make a 50k during the ressession but also to avoid communities who will have increased rights over designated open spaces as per the white paper.

Because of its linear-park like connective links the Greenway project can help with urban biodiversity. Part of the Greenway agenda (where possible) includes new Hedgerow Planting, and new aquatic habitats. Community aspirations for the protection and management of Speckled Wood aim to develop this neglected urban green space as essential community infrastructure

Recommend reference is made to the LTP and the need to maintain, manage and improve the rights of way network.

Policy supported, although emphasis on conserving and enhancing connections between spaces needs to be strengthened.

There is also additional potential to extend links to countryside around Ivyhouse area towards Rye Road. Potential developments in this area could provide developer contributions to create a countryside park type resource in this area.

The policy is welcomed, and may be elaborated upon to refer also to green corridors extending into the surrounding countryside, to be progressed in conjunction with Rother District Council.

Although no specific reference is made to Pebsham Countryside Park as part of this policy, it is assumed that this is still viewed as a major piece of green infrastructure to serve St Leonards and Hastings, and that this will remain in the Core Strategy.

The idea of a green network is excellent. However the SHLAA 2011 indicates that development might be allowed on green spaces that should be designated as open space. Eg. The entirety of the convent grounds in Magdalen Rd as
1. They make an important contribution to the townscape
2. "The Convent School and it's grounds are the major elements of the conservation area" (Local Plan 2004)
3. Any inappropriate development on this green space would have a detrimental impact on White Rock Gardens and many public views.
