Representation Summary:

In order to achieve long-term sustainable development and support regeneration of existing areas, the Council should undertake that no greenfield development sites will be approved until all previously developed (brownfield) land and all empty properties are fully brought into use.

Given the gradual loss of green spaces within the borough, the more land that can be re-used, the better.

Representation Summary:

The aim to achieve at least 60% of development on previously developed land is supported, and preferably should be maximised further. The re-use of previously developed land is broadly supported by the HA, because, generally these sites have an established transport infrastructure that incorporates and established public transport network which could be enhanced as appropriate. Comparable reasons support employment locations in the town centre, the aim to manage down the need to travel by car to such locations should be sought in all instances. The overall development and continual improvement of the public transport network is supported. This will be beneficial in achiveing reduced congestion levels especially in St Leonards.

The 60% target for brownfield use is too low especially as stated post 2021 the major Greenfield site may be released. Aim for 90% prior to this date. (My own view)

The target of 60% is a realistic objective. The target should be averaged out for the plan period, so that the overal percentage of residential development completed on brownfield land is recognised.

We generally support the re-use of previously developed land to help regeneration within the town & preserve existing greenspaces. Refer to comments on objective 4.

To seek to achieve 60% of residential development each year on PDL, seems unnecessarilty constraining. A better target might be over the plan period or over 5 year periods.

This needs to be higher to protect the green spaces that developers will seek to develop early to avoid them loosing interest in the brown field sites. change to 100% until all is used up
