Hastings has a wealth of talent that needs encouragement to work in small units or even from home and this is not reflected in this objective. I find it hard to imagine where you will put such an increase in office space in the town centre without using the seafront which should be kept for housing and leisure facilities.

If Hastings is to regenerate then education improvements are fundamental. Responsibility for Education is largely outside the Town Hall. Only 30% of local 16 year olds have satisfactory outcomes. The other 30% will continue to have needs for the next 50+ years. The new college and UCH are great for a minority but will not solve this complex issue.

Queston the viability of a net increase of 32,000m2 in town centre office floorspace by 2016. Present trends suggest a net reduction in centrally located office floorspace, and such an increase would not reflect recent trends.

Why do the offices have to be in town? could the employment not be located throughout the town reducing the need for cars as people can walk to work easily? With good IT facilities imposed on all new developments a dispersed office community is not a problem.

Objective 2 - Learning for Everyone
Expansion of the education sector for 14-25 year olds and adult learning. Encourage cultural events and activities throughout the calendar year to ensure active learning by all from cradle to grave. Critical success factors:
* new county library in Hastings Town Centre by 2016
* new cultural or community learning uses identified for old Library/Brassey
* delivery of the college sites at Station Plaza, Ore Valley and Phase 2 University Centre by 2011
