A key principal of enabling development is that it provides the minimum amount of new development to secure the identified public benefit which in this case is ensuring the long term viable future of the existing important group of listed buildings. The provision of affordable housing essentially generates zero value and therefore if it is included this will simply increase the total amount of new development (to meet the values required) and therefore will not be the minimum development. Accordingly, sub-para (c) of the policy should be removed.
