Representation Summary:

These proposals do great damage to the experiencing of the built environment of Southwater Valley. Highrise flats would be a crass intrusion into Victorian St Leonards and represent a significant loss of amenity. They are at odds with NPPF para60 seeking to reinforce local distinctiveness.

On the other site of the Convent, White Rock Gardens is not even listed as an open space of townwide significance (Policy EN5c) though it is beside the Pier, soon to be again a major attraction of the Borough. This is hopelessly incoherent unless it is entirely intentional. Either way it is unacceptable.
