The permission for HS/DS/09/00133 - for which the criteria in 6.262 were not applied - having lapsed, the designation of CLB1 as a site allocated for residential redevelopment should be rescinded. a) Development on the scale posited in CLB1 would be incompatible with the criteria of HN1 - with the necessary addition of HN5 (see other comments). b) The site is already in "the most densely populated part of the borough" - 6.252.
