much of the Grove School site (N03) is currently undeveloped since it comprises the current school playing area. Government advice in Annex B of PPS3 Housing is clear
that this part of the site should not be considered 'previously developed land'. Paragraph 36 of PPS3 states that "The priority for developnzent shotlld be previously developed land, in particular vacant and derelict sites and buildings". In accordance with this national advice, the development of Hastings Garden Centre, which contains built developlnent tllroughout the site, should be prioritised over developlnent of a partially developed site such as Grove School. Doubts also exist as to whether the latter site will become available over the Plan period.
