Representation Summary:

This site owned by the County Council could become available for development in Summer 2013. The timing of its release for development is dependent to completion of the new Academy.

Access to the site would need to make use of the existing access point in Darwell Close. As a result junction improvements at the Harley Shute Road & Darwell Close junction would need to be considered along with provision of a pedestrian crossing point over Harley Shute Road. The area is already well served by two bus routes which link the site to the Town Centre. The appeal of bus use could be enhanced by improving the local bus stops. Being in a Zone 4 area within the ESCC parking standards, adequate provision must be made on site for vehicle as well as cycle parking.

The overriding issue with this site would be capacity on the A259, Bexhill Road. The road is generally at capacity and is over capacity at peak times. The provision of the Bexhill & Hastings Link Road is therefore essential to allow this site to be developed.

This site would need to contribute towards the installation of bus priority measures on the A259, which are complimentary measures associated with the construction of the Bexhill Hastings Link Road.
