Option 2 'split the guidance into separate policies' - is the most appropriate option.
The spirit of a local design response and support for innovative design advocated by the guidance of the NPPF is lost in the wording of Option 1a. The NPPF states that policy should not prevent or discourage appropriate innovation which responds to local character and history, and reflect the identity of local surroundings and materials. The current wording of Option 1a is too restrictive and not sufficiently supportive, and as such it is not consistent with national policy. This policy is unsound.
