I support splitting the guidance into separate policies as each aspect of design is important in its own right. Diluting the number of policies does not make for good planning. I cannot see how wiping away previously acceptable policies for one policy that stipulates that if the materials are right and you have a few trees that anything goes.

Option 2 'split the guidance into separate policies' - is the most appropriate option.
The spirit of a local design response and support for innovative design advocated by the guidance of the NPPF is lost in the wording of Option 1a. The NPPF states that policy should not prevent or discourage appropriate innovation which responds to local character and history, and reflect the identity of local surroundings and materials. The current wording of Option 1a is too restrictive and not sufficiently supportive, and as such it is not consistent with national policy. This policy is unsound.

In addition, whilst we appreciate that the council have sought to simplify and allow flexibility when considering the issue of design and agree that a single policy for design would be appropriate, the detail on telecommunications is rather at odds with this single policy vision and should be separated out.
