I do not think that you can rely on guidance alone, there needs to be enforceable policies in place to protect the environment and the local wildlife. All to often the wildlife is pushed a side or physically removed from a site so that development can go ahead. No consideration is taken for their welfare and proper facilities are not provided. Whether or not there are sites of ecological worth they are stripped bare prior to construction and all traces of potential ecology worth removed. Contingency plans are not adhered to and are definitely not enforced.
