ALL sites should required ecological assessments. Too many times planning applications have been passed with either no ecological assessment or cursory assessments. Even then often officers discount professional reports if these reports do not equate with what THEY wish to hear. There is strong evidence of cruelty to badgers during the course of development when ecology conditions are ignored.The borough ecologist needs to ensure that these conditions are adhered to - not just walk away once planning consent has been granted. The role of the borough ecologist needs a clarified definition.

MORE stringent guidance: in an ecologically important location such as Hastings & environs, full & strict(er) ecological impact assessments should be required.

I do not think that you can rely on guidance alone, there needs to be enforceable policies in place to protect the environment and the local wildlife. All to often the wildlife is pushed a side or physically removed from a site so that development can go ahead. No consideration is taken for their welfare and proper facilities are not provided. Whether or not there are sites of ecological worth they are stripped bare prior to construction and all traces of potential ecology worth removed. Contingency plans are not adhered to and are definitely not enforced.

lssue 2: Support Option 2 - some more stringent guidance is needed. Development in environmentally sensitive areas needs to be very closely monitored.
