Representation Summary:
A CIL charging schedule cannot be based on an IDP and all CIL charges are expressed per unit area. However, with reference to CLG's CIL guidance document "Charge setting and charging schedules proceedures" (http://www.communities.gov.uk/documents/planningandbuilding/pdf/1518612.pdf), the IDP could be the basis for identifying an aggregate infrastructure funding gap and, a CIL infrastructure funding target.
