The plan of 2004 #7.31 indicates a willingness to prepare Planning and Development Briefs in some cases 'where resources allow'. The lack of a planning brief for 123-125 West Hill Road was remarked upon by the Planning Appeal Inspector in 2006, and has also been the subject of questions with regard to the Archery Ground.
In Conservation Areas, Planning Briefs for sizeable development should be produced as a matter of course, so that sensitive issues can be dealt with at an early stage and there are clear guidelines for the developer.
