We are delighted that a new civic society has been formed and that you are going to listen to it. Victorian Houses are designed very well and significantly improve the appearance of our town. We cannot understand why there is no mention of the new society or historic buildings in this consultation? Why do you not recognise the importance of Victorian Hastings? We hope that you will not be so Disdainful of Victorian buildings. Your planning department and chair of the committee meetings really seems to dislike them.

The plan of 2004 #7.31 indicates a willingness to prepare Planning and Development Briefs in some cases 'where resources allow'. The lack of a planning brief for 123-125 West Hill Road was remarked upon by the Planning Appeal Inspector in 2006, and has also been the subject of questions with regard to the Archery Ground.

In Conservation Areas, Planning Briefs for sizeable development should be produced as a matter of course, so that sensitive issues can be dealt with at an early stage and there are clear guidelines for the developer.

This supports LTP objectives of improving safety, health and security, improving accessibility and enhancing social inclusion and improving quality of life. The inclusion of healthy biodiversity being recognised as a contributing factor to climate change mitigation is welcomed.

It is suggested that a statement is included for policies to indicate where they link with and/or complement other policies. For example, there are strong links between Proposed Policies E, F, G and H in terms of green infrastructure and biodiversity. Alternatively, it could be made clear that Policy E is an overarching Strategy that a number of policies contribute to.

We support Proposed Policy H - 'Promoting good design', particularly the references for the need to 'c) incorporate appropriate climate change mitigation and adaptation measures such as green roofs and walls, sustainable drainage systems, multi-functional green space, protecting and enhancing biodiversity, waste reduction, recycling facilities and flood risk management'.

Generally - we are the only county in Europe who do not have legal minimum size levels for our properties. Denmark 136m2 England 76m2 for 2 bedroom houses. Ceiling height should be a minimum of 8'0. Properties over 3 storeys should have lifts.

Design standards are not high enough and do not service needs. It is left to the developers to decide on materials for contruction which means low standards and cheap quality. Hastings should have a quality materials standard as Bath, Canterbury and other towns of smaller size to Hastings.
