Support the main aims, but object to the final paragraph. It is not acceptable to even contemplate approving plans that score 10 in the Building for Life criteria, let alone below that figure. Change the 'will normally be refused' which leaves a loophole for exceptional circumstances. There are no circumstances in which this town deserves to have development nationally rated 'poor' foisted upon it. The scale of 10-13.5 is considered 'average' while 14 is the national standard for well-designed homes and neighbourhoods. The policy should make a score of 14 mandatory, not 'expected'.
