'Expecting' schemes to score the minimum 14, and 'normally refusing' permission for schemes that score less than 10, is not good enough. If the council adopts CABE it should require the highest quality from developers. Substitute 'expect' with 'demand', and 'normally' be refused with 'will'.

Support the main aims, but object to the final paragraph. It is not acceptable to even contemplate approving plans that score 10 in the Building for Life criteria, let alone below that figure. Change the 'will normally be refused' which leaves a loophole for exceptional circumstances. There are no circumstances in which this town deserves to have development nationally rated 'poor' foisted upon it. The scale of 10-13.5 is considered 'average' while 14 is the national standard for well-designed homes and neighbourhoods. The policy should make a score of 14 mandatory, not 'expected'.

Representation Summary:

The Councils policy should be to aim for the best developments and schemes should always score 20. To accept anything less would lead residents to think that the Council does not care what sites are agreed as long as targets are reached. Poor quality housing, surroundings, and lack of amenities certainly won't make the town a better place to live.
