'Small clusters of affordable housing would be preferred'. Make it a policy, not a wish list. English Partnerships (now part of HCA) Quality Standards recommends not more than 6 together, and HBC Preferred Approach 25 requires 'pepperpotting' throughout the site - if you are using that standard, then make it mandatory. Incidentally, where does this leave sites such as that at 73 Filsham Road, where the original private development of 21 homes has during the planning process been taken over by Orbit Housing? Surely that is in direct conflict with this policy? Will this policy have any teeth at all?
