These criteria fail to take into account any antisocial behaviour factors (e.g. noise, crime rates, littering, etc)which runs contrary to the 'best practise' recommended by Central Government and would make HBC the only local authority that refuses to address the issues of 'anitsocial behaviour' in its Local Development Plan.
