It is not clear whether the term 'properties' refers to individual houses or each self contained unit within a house. If it's the latter (which I am informed it informed it is) then we are looking at it being acceptable for every fourth or fifth house to become an HMO. This is over twice the density allowed anywhere else in the Country.
