Representation Summary:

Clearly parking provision needs balancing with sustainable transport modes & is closely related to location. This is something which the County Council's current Parking Standards seek to address with the zonal approach. The County Council considers that this works well, but as the standards date from 2003, they are in need of review. The Core Strategy's proposed standard of one space per dwelling as a minimum may be rather a broad brush approach. The County Council considers the Core Strategy should use the zonal approach giving the potential for town centre locations to go below one for one. However, PPS3 (Housing) requires local planning authorities to develop parking policies for their plan areas with local stakeholders & communities having regard to expected local car ownership for planned housing in different areas.
